Fletcher Earthquake Recovery Hubs

The challenge

Fletcher Earthquake Recovery (EQR) hubs are the pivots for the repair of earthquake-damaged homes throughout Christchurch.

After the major 4th September 2010 earthquake the Earthquake Commission appointed Fletcher Construction to run the project management office to co-ordinate necessary repairs to homes with damage up to $100,000.
Twenty-one hubs had to be established around the city of Christchurch to be used by more than 700 staff responsible for managing tens of thousands of projects and contractors in their local area.

Hubs provide appropriate facilities in which teams could effectively manage, operate and provide a contact service for homeowners and contractors. With a severe shortage of safe or usable buildings around the city, Fletcher EQR was faced with the challenge of finding appropriate and immediate accommodation in which to set up their hubs.

The solution

Bryan Treleaven, Special Projects Manager for Fletcher EQR says it made sense to turn to Portacom Building Solutions. “The portable and modular nature of their buildings fits our needs perfectly, and we were able to have them on site and operational within a matter of weeks.”

Each hub required slightly different facilities, some being set up from scratch, while others needed supplementary buildings to sit beside permanent commercial space. The requirements ranged from standard offices, meeting rooms and reception area, to staff rooms with kitchen facility, and code compliant ablution blocks.

Phil Botting, Manager for Portacom Building Solutions South Island clients says that more than 100 buildings have been provided in some shape or form to aid the EQR project.

“We work closely with each Fletcher EQR site Project Manager to tailor the buildings to suit. For example, we have modified some of the existing stock that Fletcher has purchased by joining buildings together to provide more open plan space, and added showers to ablution blocks for staff that run or cycle to work”.

The result

As the demand for repairs continues Fletcher continues to work closely with Portacom Building Solutions on new hubs, both by building new buildings or moving and modifying current buildings says Bryan.

“As all of the buildings Portacom Building Solutions have provided us are modular and transportable, we are able to easily move them as demand reduces in some areas and increases in others, making the most efficient use of what we have already purchased.”

“Portacom Building Solutions have excelled in their service with us, responded to every request and at the same time meet some very tight deadlines,” finishes Bryan.
